I think that this is not doable as the DigitalOcean Droplets are virtual machines running in the cloud, and you can’t physically connect hardware like a fax modem to them.
If you’re looking to set up an online fax server, you’d typically use a virtual fax service or software like Hylafax or ICTFax, which can integrate with SIP providers to send faxes over the internet (FoIP - Fax over IP).
If you really need a physical fax modem, you’d have to use a local machine instead of a cloud-based Droplet.
