What you could do is to use a pre-build solution like WHMCS or HostBill for example:

This should be okay however, you can always reach out to our sales or support team and explain what you’re planning to do.
They can offer a plan or marketplace image and of course, give you detailed information on rate limits and etc.

Yes, that’s completely fine as long as the users of the products you sell follow DigitalOcean’s guidelines and rules.
Another thing you can do is use the marketplace to get Droplets with WHM and create different resellers on one server and resell this as well.
