I would like to attach a block storage to my managed kubernetes cluster. But in the control panel when I select servers it only shows the kubernetes load balancer. Is this correct?
Looking at the docs, it shows the kubernetes config required but not how to create the block storage, or is the managed service smart enough to notice the kubernetes config and it does all the create+attach magic?

Yes, you can attach a block storage to your managed cluster by following the steps here:

Applying the following should be sufficient:
This will automatically create the block storage under your account.
