So indeed I’ve managed to recreate the issue. This is coming from the fact that when you create a new CentOS Droplet and then try to update it with the
dnf
oryum
update
command you are updating the rpm package as well causing differences in the rpm version trying to unpackage rpm files thus coming with an error like :I’ve reported this however for the time being what you can do is to update rpm alone and then do the dnf update on all packages;

Quick update here since this question is referring to Centos Stream 8, it has now reached end of life and as per the DigitalOcean image deprecation policy, this image is going to be available exclusively via the API for the next 30 days before it gets removed from the platform.

It is fixed in version rpm-4.14.3-12 and above, but because of the bug, a new version from the repo cannot be installed. You can manually download and install an earlier version like rpm-4.14.3-26.
