What is the difference between Basic and Professional tiers?

From the documentation I can’t understand what is the difference between Basic and Professional plans for containers. They seem to be identic, the only difference is the price ($10 vs $12) and label that is first better for prototyping and second for production. But what is the real difference? Is the Basic plan unstable and can be down?
