Is there just not a market for ARM droplets? Since most of my development happens on Apple Silicon, it’d be easier to build with docker for ARM and deploy to my droplet than to worry about the quirks of buildx.

I think one of the main reasons is DigitalOcean primarily caters to developers, small-to-medium businesses, and startups. The majority of its users are accustomed to x86-based workloads.
You can post on the ideas board and ask for ARM droplets to be introduced. If it gains traction it can be easily done in the future.

In addition to what KFsys mentioned, out of curiosity, what quirks have you noticed when using Buildx?
